The PIL alleged that the proposed new capital was located in a geologically unsafe area and huge tracts of fertile land would have to be acquired for the purpose. The construction of the new capital city of AP is expected to begin in June after International Enterprise Singapore (IES) submits a draft master plan. Opposing the choice of one capital city, petitioner through advocate Prashant Bhushan said government offices could be distributed in a cluster of existing cities to allow all-round development and less strain on resources. Appearing before a bench headed by Chief Justice H L Dattu, the petitioner argued that the area earmarked for creation of a 'world-class' city to serve as the capital region would require acquisition of thousands of acres of fertile agricultural land, which had earned the tag of 'rice bowl of India' for the area. Bhushan said the area on the banks of the Krishna received heavy rainfall resulting in a high water table. "This makes the area unsafe for construction of high-rises. Moreover, before planning to construct a large city, the government must have an environment impact assessment," he said and requested the court to appoint a high-powered committee to examine these issues. Unimpressed, the bench said, "Wherever the capital city is built, there will be one problem or the other. Every land owner, businessman or industrialist would like the capital city coming close to their area of operation. How will the Supreme Court decide where the capital city should be located?" Finding the court disinclined to entertain the PIL, Bhushan withdrew the petition and said he would move the National Green Tribunal. ----------------- |
