Congress doesnt project someone as CM. Its is done very rarely. Infact they even shy away to project which leader will be PM. BJP on the otherhand projects PM and most of the tiem they do project CM candidate before elections and he will lead the camapign too In Jharkhand, Arjun Munda lost as they went with HC nominated person.
