don't know what his calculation is......even if you look at absolute numbers there is increase of 1,60,000 crs for states this year compared to 2014-2015

anyway this is for whole country no issues with it and its a good move to give states more liberty on spending.
but the point is what extra benefit does ap got when compared to other states by it.
