Maharashtra chief minister Devendra Fadnavis on Sunday demanded financial assistance and requisite permissions for projects worth Rs one lakh crore for improving basic amenities in Mumbai among other demands at the NITI Aayog meeting with the Prime Minister. Mr. Fadnavis also suggested that in the transition phase of 11th Plan, existing system be continued but outcome based long term strategic planning approach be adopted in future. "The parameters of balanced national developments should be decided and states should be allowed to make strategic plans on own," Mr. Fadnavis told reporters after the meeting. "This will help us achieve the outcomes and NITI should provide domain expertise, outlays to states. Block grants be given to states under NREGS & state level ratio of skilled and non-skilled should be maintained," he said. He also suggested that Central Government should invest 35 per cent of the agriculture loan in agriculture development. "We have started Jalyukta shivar irrigation scheme. It is in line with PM Agriculture Irrigation Scheme. So, more fund from that scheme be allotted," Mr. Fadnavis said. Like de-centralised water conservation, funds should be allotted for micro-irrigation too, he told the meeting. He also demanded that the Solar Pump scheme should be widened and Maharashtra should be given an outlay for 5 lakh solar pumps. He also demanded special funds for a scheme for Godavari river on the lines of Namami Gange and financial assistance for Nasik Kumbh Mela scheduled later this year.
