major difference will be increase in state's voice or CM's voice while giving budget estimates for states previously Commission used to have the last say on which project can be taken up now CM and state govts will have a final say | ||

They are following what china did after 11th 5 year plan ... transitioning from palns to guidelines. during the transition towards strong market based economy creating the required policy frameworks, strengthening the pvt sect. etc. take time. so it will be still a programe initiated, formulated, implemented and managed by the government till then. | ||

Its saying, NITI enables/teaches villages etc to come up with credible plans & then prepare bottom-up dist/state/national plans. i dont see any fundamental diff except name change. both have same lofty goals and vision statements. pc & ndc talks about decentralisation. but, end of day, top to bottom 2-way communication is impossible for 1yr plans. and ever changing dynamic environment making 5yr obsolete in midway. all we need is transparent governance & not new institutions.
