idi maathram super. one of my uncle works in DoT delhi and in senior position. i never saw him going to office before 12PM anyday and use to come home @4:30.

Monna delhi trip lo he was getting ready and leaving home sharp @8:45 and coming home after 6PM.

Ever since Narendra Modi became the Prime Minister of India, the country's babus have not had it easy. Gone are the days of turning up late or not being around at all in the workplace. In fact Modi has seriously cracked down on his 'lazy officials' and has even charted out an 11-point list to make them work hard instead of hardly work. Modi has even earned a reputation as something of a control freak, ordering bureaucrats to throw out office junk and go to work on a public holiday to clean the toilets.

Here's a list of all the hardships our babus have had to face this year:

1. First on the list is the biometric roll call system. Modi has asked the bureaucracy to enrol for it. The system tracks their attendance at the government offices and the hours spent at work. Modi had set October 25 as the deadline for bringing the entire government workforce under the punctuality regime. Modi has also ensured that all report to work at 9.30am sharp and the biometric attendance system is a step in the direction of improving productivity. Moreover, all "heads of departments were instructed to conduct regular, unannounced and surprise punctuality checks along with checking of attendance registers of the offices to see that the officials are observing office hours meticulously.

A new website that registers staff attendance records, seeking to tackle absenteeism, went live at the end of September. Attendance.gov.in is hooked up to special computers in government offices that will identify employees through their fingerprint and a unique identity number, a process that is meant to take less than a second.

2. Ushering in a new work culture in the government, all secretaries — who head central departments — are required to identify and remove at least 10 archaic rules and procedures that are redundant while all departments have been told that a file must not go through more than four layers before a final call is made. Modi has also emphasized the need for use of technology for greater efficiency and effectiveness in administration and get this: he ordered his bureaucrats to come in to work to clean up their offices — including toilets — to celebrate Mahatma Gandhi's birthday.

3. Apart from coming in on time, all ministers have started putting in extra hours at work in office. "Modi-ji himself is a workaholic and expects the members of his ministerial team to match his pace. In this situation one either has to perform or face the axe in due course," a minister was quoted as saying.

4. The PM also issued a strict gag order to all his ministers, saying that they are not authorised to speak to the media on their own. All official announcements on policies will done by the ministry spokesman or the government spokesman.

5. Modi's strict about health too. While the Department of Personnel and Training (DoPT) had issued a circular earlier this year urging the Central Government employees to attend a week-long yoga workshop in New Delhi, it seems now that the police personnel may be the first to get to practice yoga and pranayam( meditation) on a regular basis at work.

6. All departments were also asked to increasingly emphasize on "cleanliness of work areas and improvement in the over-all ambience of office buildings. In a directive issued by the Central Board of Direct Taxes (CBDT) to the Income Tax department, orders were issued that "there should be no dust, no old ACs, almirahs and old furniture belonging to the office lying around the corridors or common areas near staircases and no betel-leaf stained corners." That's serious business.

7. In October, Modi also ordered a ban on first-class air travel by top bureaucrats as part of its austerity drive to cut down on unnecessary expenditure and make the most of available resources. The government also told ministries to reduce non-plan expenditure, barring them from making new financial commitments, purchasing new vehicles, creating new posts and holding conferences at five-star hotels.

8. The Modi government will also not entertain proposals for participation in study tours or conferences abroad except those that are fully funded by the sponsoring agencies. He also imposed fresh curbs on foreign tours by bureaucrats saying that they should restrict their overseas visits to four in a year, adding that the size of the delegation and the duration of the visit should be kept to an "absolute minimum".

As regards the foreign visits by Secretary level officers, the finance ministry has said they should not go abroad unless their presence is essential and the officers of the level of Additional Secretary or Joint Secretary cannot be substituted for them.

Foreign travel by the officers at the expense of PSUs, it said, should be discouraged, unless the journey is undertaken specifically in connection with the affairs of the concerned PSU.

9. And while Modi is fondly called the CEO of India, media reports also suggest that the appraisal process for babus will be done in a corporate fashion i.e. performance targets will be set for ministries, based on inputs received from respective departments. The ministers are expected to work very hard to ensure the agendas framed by their ministries are implemented within time frames. In fact the first thing that Modi did after coming to power was scrap UPA-era GoMs and EGoMs to avoid policy paralysis.

10. Lastly, even the appointment of personal staff of ministers is now vetted thoroughly by the Prime Minister's Office. Specific guidelines have been issued by the government barring those who have served as ministerial staff during the UPA regime. On this ground, even Home Minister Rajnath Singh was denied his first choice of personal secretary.
