She said it's not the right time for India todo such big deals with Russia just before Obama visit to India. She expressed fear over India strong relationship with Russia and treated it can be a threat to USA. USA who bagged many defence deals in India and Pakistan earlier had threatened Russia in past, had surprised with Russia latest developments in Asia region. Few weeks back Russia made some defence deals with Pakistan shocked USA. Now with huge deals with India sent commercial warnings to world leader. Considering these facts USA tried to highlight Russia move in Ukraine as non ethical and urging India to maintain distance.
