Relocation of companies could not only adversely affect the tax revenues of Telangana but also dent its image in retaining existing and attracting fresh industrial investments. HYDERABAD: Oil and gas drilling pipes manufacturer Oil Country Tubular (OCTL) has decided to shift lock, stock and barrel its manufacturing facility from Telangana to Andhra Pradesh, citing undue pressure from the trade union affiliated with the ruling Telangana Rashtra Samithi. The management of India's lone manufacturer of wide range of products for oil and gas drilling operations has cited frequent disruptions to operations and damages to critical equipment as the reason for its drastic step of relocating the entire integrated manufacturing facility. The move could prove a major embarrassment to the Telangana government, which is already reeling under severe power deficit and offering power holidays to industrial consumers in a bid to get them to reconsider expansion plans in India's newest state. OCTL's decision comes days after the Telangana government announced its new industrial policy, promising to "review and reform all age-old industry sector regulations including labour laws". Just a few weeks ago, the Telangana government had submitted to the 14th Finance Commission that at least 3,000 businesses had shifted their base out of Telangana after bifurcation of the erstwhile Andhra Pradesh and said that "the momentum will pick up in the years to come". The development also comes at a time when Andhra Pradesh chief minister N Chandrababu Naidu is being perceived as a serious rival to the neighbouring states in attracting not just prospective investors but also existing ones. After Hero MotoCorp decided to set up its largest two-wheeler manufacturing facility in the country close to Sri City in southern Andhra, several textile units of Tamil Nadu evinced interest in relocating their units as they were attracted by uninterrupted power supply in the neighbouring state. Relocation of companies could not only adversely affect the tax revenues of Telangana but also dent its image in retaining existing and attracting fresh industrial investments. The Rs 500-crore OCTL, part of Rs 5,000 crore Kamineni group with interests in healthcare and medical education, currently employs about 700 persons in and around Narkatpally in Nalgonda district of Telangana. In all, the group provides employment to over 4,500 persons directly and another 6,000 indirectly. "It is a painful decision but we are left with no other option given the frequent interruptions to operations and damages to critical production equipment by some unruly elements," said Kamineni group's managing director Sashidhar Kamineni. "For the first time in three decades, some workers at the behest of some disruptive elements announced forming a union and struck work illegally without any notice and without any reasonable demands, affecting the production over the past few months," Kamineni told ET, adding that the management is continuing skeletal operations with the help of loyal workers to execute the orders on hand while refusing to accept fresh orders. OCTL plans to obtain the statutory approvals for its decision and begin the exercise of relocating the entire integrated manufacturing facility in phases shortly. "We may relocate the facility to a location close to Krishnapatnam port through which we are currently exporting our products. It may take at least six-nine months for us to complete the entire relocation in phases," said Kamineni. "The process will affect our production for sixnine months but we are prepared for it instead of suffering frequent disruptions, which are affecting our deliveries and reputation," he said, adding that the management will retain all the loyal employees at the new location. Vemula Veeresham, the local TRS legislator from Nakrekal constituency, said he did not have any role in forming the union that got itself affiliated to the ruling TRS. "I am aware of some workers forming the union to fight for their legitimate rights. I even tried negotiating with the management of Kamineni group with the help of irrigation minister T Harish Rao and home minister Naini Narasimha Reddy but the efforts proved futile, with the management sticking to its guns," he said. D Yadagiri, president of the newly-formed OCTL workers' union, said the union was formed primarily to fight for the legitimate rights of workers and that they would not yield to the pressure tactics of the management in dismantling the union. "We are thankful to the home minister Naini Narasimha Reddy who intervened and helped us when certain corrupt labour officials were refusing to register the union," he said. | ||
