President cannot directly say give EADs for all or do visa recapture. If he says that it seems there are some legal complications and cannot stand in the court. But CIS can make some process changes and admin changes to make it a better process. They can make some regulatory changes. It can be visa recapture or ead on 140 or per head 1 visa count. See president is not making the rule as to who should get EAD cards. What president is saying is create "General Job Mobility" for people facing long wait. e point ni meeru positive ga teesukuni , in spirit of why it was said intrepret chesthey... H1B workers who have eligibility to apply for a green card (i.e. i485) and are waiting for a long time... and not able to change jobs or accept promotions.. vallaki relief provide cheyyandi. This according to me is the killer. This is where they are saying... clarity on "adjustment portability" to remove "unneccesary restrictions" on natural career progressionn and "general job mobility" So people who are waiting for long to get Green Card.. vallaki job mobility vachelaga chudandi annadu. so it can mean 2 things: 1. i140 approved ki.. if they change jobs on H1-B.. then they dont have to re-file Permanent Labor. But how can you apply i485 using a 5 year old perm, on which all details are wrong??? since that is logically and common sense prakaram.. since you cant do that.. they will allow you to file i765... and change jobs on EAD after 6 months. 2.
