PM Modi during interraction with US President Obama, stood firm on subsidy issue
Prime Minister Narendra Modi has led India to another strategic win as US and the European Union hinted at conceding to Indiaâs demand on Trade Facilitation Agreement. According to a Times of India report â India can soon sign the global trade deal with the US and the European Union as they signaled the acceptance of Indiaâs demand for providing flexibility to developing countries in fixing minimum support price for farm products. On the other hand India will agree to international treaty on easier customs.

India had recently rejected a Trade Facilitation Agreement (TFA) which was aimed at allowing easier rules for goods to flow through ports and airports. Indiaâs stand was unless its concerns on food security is not addressed, it would not agree to the TFA.

Indiaâs firm stand has been to reach to a settlement on the food grain stock pile issue, saying the settlement is pre-requisite for adherence to TFA.

In December 2013, WTO members arrived at a consensus to sign TFA for growth of world trade by allowing easier custom rules. It was agreed to review formula for calculating subsidy given to farmers after India and other developing countries pressed for it.

A four-yearâs period was given to member countries to revise the previous formula and come up with a new one.

With change of guard in New Delhi in May this year, new Government under Prime Minister Narendra Modi toughened its stand saying it wonât adhere to the TFA unless until formula was reworked. It was believed that the UPA Government sat over this and the new narendra Modi-led Government had little time to take corrective measures.

Moreover, New Delhi asked for a four yearâs extension of âpeace clauseâ till the formula is reworked.

A Business Standard report describes âpeace clauseâ under which no country would be legally barred from food security programmes even if the subsidy breached the limits specified in the WTO agreement on agriculture. This âpeace clauseâ was expected to be in force for four years until 2017, by which time the protagonists hoped to find a permanent solution to the problem.

Peace clause has been a cause of contention ever since India raised the issue of domestic food security in the recent World Trade Organisation (WTO) negotiations, which resulted into a major deadlock of TFA. Actually India is against allowing the WTO to have a say in itâs policy of buying foodgrain at a fixed price from farmers and supplying it below the cost price to the poor. However, developed nations have been pressing against Indiaâs stand on this issue.

India is most likely to get a four yearâs concession but its challenges are too many to comply with the WTO norms before the expiry of the deadline. India will be required to implement all sorts of reforms during the given period and will have to shift from current PDS system to providing direct cash to the poor families so that they could buy grains at market price.

It will be significant to see if India will be able to utilise the period of four years fruitfully which is most likely to be agreed by US and EU in coming days.
