My bad yeah meant planned. 4 month period lo antha karchu ela pedathaar vayya ilanti ad-hoc budgets lo huge variances vundatam not a biggie. I would be more bothered about 80K non-plan expenditure that AP is poised to incur. We're so quick to point out our own flaws in others. | ||

I think you meant planned, not unplanned. Non-plan expenditure is largely salaries, interest payments which have to be incurred anyway. Plan expenditure is all the other expenditure - subsidies, developmental projects etc etc. and is optional. I am also saying the same thing - the Telangana budget has nearly 48% planned expenditure, Central govt. usually has only around 30% at best because it has to fund a lot of subsidies and recurring expenses. So the so called Telangana budget is in all effects like one of our box office reports saying 200 crores or 300 crores collection. This unnatural emphasis on size of the budget is gallinng, not just for Telangana but also AP. Focus should be on deficit, or GSDP growth which hardly gets a mention. The actual budget or to be more precise, the expenditure would be closer to 70-80 thousand crores. The article is true to the extent that if the Telangana govt. were to actually go down the path of meeting all its planned expenditure (loan waiver, land and houses to Dalits, SC/ST sub plan etc), it will be in a debt trap. | ||

Anyway most of those loans or grants are not going to be given, then one can blame it on the centre and banks. Even AP will land in this same mess, atleast first year lo centre should meet the funding gap as per the state division act. | ||
