In what looked like a reaction to Andhra Pradesh chief minister N Chandrababu Naidu's aggressive wooing of Bangalore's IT industry earlier this week, Karnataka chief minister Siddaramaiah on Thursday cleared a slew of industrial projects, promised Infosys that all its concerns related to the Devanahalli IT park would be addressed, pulled up bureaucrats in the industry and IT departments, and sent a message to Prime Minister Narendra Modi through the media that fiscal concessions accorded to Andhra was not fair. Siddaramaiah told reporters here that Infosys's demands for a four-lane connectivity between the airport road and the Devanahalli IT park — where it had been allotted land — as also for drinking water at the park would be met quickly. "More than 70% of road work has been done. Rest of the road, along with the drinking water facility, will be provided within three months. Power capacity, which is currently 40MW, will be enhanced to 200MW soon," the CM said. In a conversation with TOI, SR Patil, minister for IT-BT, reiterated these promises. Infosys had written to the government recently that it was not keen on pursuing the Devanahalli project because of the absence of these facilities, and had demanded that its initial deposit be refunded. REA Siddaramaiah expressed displeasure at the working of senior officials of the IT-BT and industries department, and KIADB and said he would ensure that all steps would be taken to check the flight of investment in the IT sector. Bureaucrats implement policy and are typically the face of the state for investors. Siddaramaiah also noted that AP and Telangana, being new states, had been exempted from income-tax, central excise duty and other concessions by the Centre. "This was the reason Hero MotoCorp chose AP over Karnataka. I told Prime Minister Narendra Modi when he came to Tumkur in September that all states should be given equal concessions and treatment. The largesse to AP for developing its IT sector can lead to an unhealthy competition with Karnataka. I request the PM to withdraw whatever concessions he has given to that state," Siddaramaiah said. On Thursday, the State High-Level Clearance Committee (SHLCC) cleared a Rs 1,373-crore investment proposal of Honeywell Technology Lab Solutions that promises to generate at least 500 jobs. "The company wants to expand. The project will come up at Varthur hobli near Whitefield. The company will buy 5.4 acres from individuals and the government will grant permission for the purchase," the CM said. On the 10,500-acre Information Technology Investment Region (ITIR) - a Centre-state project near Devanahalli - the CM said Hudco had agreed to provide a loan of Rs 1,000 crore to KIADB for land acquisition. This will be followed by a final notification for acquisition of 2,072 acres. "The final notification will happen by December first week," he said. The KIADB has already issued a preliminary notification. The government will stand guarantee for loans raised from financial institutions like Hudco. The ITIR is an integrated investment region housing IT, ITeS and hardware parks, supported by residential townships, high-speed rail network, shopping malls, hospitals and educational institutions. The project will be developed in two phases. The first phase will be developed by 2020, and the second phase will be taken up between 2020 and 2032. The total cost of the project is said to be Rs 1 lakh crore. The Centre is expected to provide Rs 7,000 crore towards infrastructure facilities. The CM said 55-60 companies have already evinced interest in establishing their presence at the ITIR. Can't wait anymore: Infosys Ramadas Kamath, EVP and head of facilities, administration, security and sustainability, Infosys said: "We thank the CM for taking some action on infrastructure deficiencies at the Devanahalli IT park. We are also grateful to the government for looking into the issue. However, we don't have any more time to wait and we have to create additional space in Bangalore. Hence, we have decided to move to Electronics City." He added, "We are the only company who waited for four years in that area and we had continuous interaction with the government to create the necessary infrastructure. Unfortunately, no action has been taken. Hence, we'll pursue the Electronics City project." This Andhra real estate is for sale. |
