In an ideal scenario what you suggested makes sense but India RE is more of a speculators market rather than end user one so perceived value of lands will always be higher than fair value of lands. Oka example cheptha around 2005-06 citizen hospital nallagandla opposite HUDA vadu plots vesinavi in late 90s auction pettadu. Small size plots around 500 sq yds. Lot of people didn't participate in that auction because you had to pay only white and the average price for each plot worked out to 10 lakgs.
