I meant intra-state export. If the government is giving assurance for water supply then this plant won't be very far from Bengaluru & hyderabad so even location is convenient.

Cement does not work that way, in cement freight is the biggest cost of production after power...so location close to the customer is extremely important...AP having 35% limestone reserves is irrelevant as unless the natural consumption area of the AP cluster increases, they can't be exploited fully. Even sending cement to North India is out of the question. That is why most cement companies operate in clusters and have a natural area where they operate in. For the same reason exports and imports are also ruled out, in the past there have been attempts to export cement but the economics do not work out.

With their deep pockets and varied interests across India they can sustain even by paying duties and other levies kaani panyam cement case lo AAA deep pockets ekkada & PVC pipes kuda more or less is an obselete material now. RE lo kuda hands burnt emo so I'm not saying he went into debts only because of cement but it did play major part.

These cartels have been around since ages, if these cartels were so successful in price rigging then so many companies would not go under. Once in a while they might come together and do price increases, then slowly one guy who is suffering from over capacity will break away and start offering lower prices, then the pricing agreements collapse. India cements has been making losses for the past 4 quarters. And India cem is the leading player in South India, so margins being high is not true. Moreover in a competitive environment, one can't do price fixing when there is so much over capacity, the seller has little bargaining power...

Evari istam valladi, it is not like the govt is forcing them right. In an open economy, everyone is free to make their own business decisions. If these guys want to come in, add to the over capacity and lose money, it is their wish. As long as the banks don't give loans and the govt. does not give any subsidies, it does not matter how many companies are set up or not.

That said, i am not sure which Birla group this is...
