Telangana gives nod for 1956 as cut-off date for students’ benefits P S Jayaram / 18 July 2014 Undeterred by the Telugu Desam Party (TDP) government’s threat in neighbouring Andhra Pradesh to drag the students’ fee reimbursement issue to court, the Telangana cabinet has given its stamp of approval to the decision to have 1956 as the cut-off date to determine the nativity of Telangana students. Consequent to the cabinet decision, only students whose families have been residents of Telangana prior to 1956 will be eligible to avail fee reimbursement and scholarships for professional courses from this year. Telangana chief minister K Chandrasekhar Rao, addressing mediapersons late on Wednesday night after a marathon six-hour cabinet meeting, justified the 1956 cut-off date on grounds that the Hyderabad state was merged with Andhra to form Andhra Pradesh that year. “The nativity cut-off date is only applicable for students to avail fee reimbursement and scholarships and not for jobs,” he clarified. Stating that a committee comprising officials from the finance, social welfare and education departments would be set up, the chief minister said the committee will finalise the modalities on certificates or proofs that students would need to submit to avail the benefits. “The modalities will be issued shortly,” he said. KCR, as the chief minister is known, asserted that the state had every right to decide the eligibility of candidates for the scheme. “There is a court judgment which clearly states that state governments have the rights to decide residential embargo,” he said, when asked if the move, which has been opposed by the TDP government, would stand judicial scrutiny. Alleging that the fee reimbursement scheme in united Andhra Pradesh was nothing but a scam with several colleges claiming fee reimbursement showing bogus students on their rolls, the chief minister said that following the formation of Telangana state on June 2, it was decided that the scheme should only benefit genuine Telangana students. In fact, the government scrapped and replaced the earlier the fee reimbursement scheme with a new one christened “Financial Assistance to Students of Telangana” (FAST) to ensure that the benefits reach only those students whose families are genuinely natives of Telangana. Besides the contentious students’ fee reimbursement issue, the waiver of loans of farmers in the state also figured prominently in the cabinet meeting wherein it was decided that the government would go ahead with its election promise. The loan waiver proposal is expected to benefit about three million-plus farmers who had taken crop loans of up to Rs100,000.
