If you consider post reforms period in India states like AP, TN , MH , Guj have experienced steady growth rates till 2008/09 irrespective of who was in the power... Nothing to attribute CBN/ YSR...one thing I agree is CBN was more sophisticated when dealing with political rivals and also police system was some what under control !
