mine 140 approved and waiting for priority date.. so my assumption is once this rule passed, my wife can work..

USCIS has asked for public comments regarding this 'H4 rule'. I think the they are now reviewing the comments/recommendations right now. After that they will finalize the H4 work authorization within this year. Obama has already said many times he will take executive actions from now on.
