Naku telisina general thumb rule, if you are in another country on work visa, you can apply for H1 interview in that country. I know a friend who appeared H1 interview in Sweden.

Can an Indian nationals attend H1-B visa interview at US Embassy in Switzerland or do they have to get it done in India.

Basically I am expecting I140 approval while I am in Switzerland and need to plan accordingly.
