Valid point. Kharagpur was an old institution and the needs of faculty were few then. Guwahati faced similar problem about faculty, and existing IITs then moved key people there to bring stability to the program. I have friends who are faculty in both the places and know what they balanced in life to get in there. Now the brand is diluted and people are looking at a job just not based on the brand name, but place etc. I got an offer to join IIT Bhopal, IIT Mandi last year and I rejected both of them. Major issue is presence of quality faculty, funding, support from within institutes etc. I am not against setting up premier institutes. But doing so left and right, will have its consequences. One thing is very important, it is the aspect of attracting the faculty. The worth of any place depends on whom they attract, and based on what social facilities they can provide. IIT Hyderabad is 40 km away from city, and people might not prefer to live there when compared to places like Mumbai, Delhi or Chennai where things are more accesible like airports, hospitals, entertainment etc. And most of the places have vacant positions for faculty.
