Earlier i had taken a broad estimate based on overall cultivator %age in AP vis a vis India. But i had a look at the agri budget speech of last year. http://www.apfinance.gov.in/uploads/budget-2013-14-books/agr iculture-budget-speech-2013-14-eng.pdf UPA 2009 lo total loan waiver across the country - 60000 crores. Dantlo AP took majority quota - we got around 11500 crores (reference state agri budget) This is for the whole state including Telangana. If we allocate this by population - AP might have got around 58% which is around 6500 crores. And furthermore, as people have already got one round of waiver just 3-4 years back, it is unlikely that this number will be of the same magnitude. We can estimate around 4000 crores maximum...in my view this is easily possible, though i don't like the fiscal sagacity of this, through better targeting and minimising other subsidies, this can be made fiscally neutral.. |
