If a bill passes one house and fails in the other, there is a provision in the constitution to conduct a joint session. This is rarely used. This time BJP is planning to use this trick if they can't pass a bill in RS. | ||

There are certain limitations, which makes Lok Sabha more powerful than Rajya Sabha. Financial Bills[edit] In case of Financial bills, if the Rajya Sabha returns the bill to Lok Sabha, opposing the bill, it is deemed to have passed . Though the Rajya Sabha can send recommendations to the Lok Sabha, it is not binding on the Lok Sabha to act on it. Also, the house cannot exercise Pocket Veto, if the house does not pass the bill within 14 days, it is again deemed to have been passed by the house. No-Confidence Motion[edit] Unlike Lok Sabha, it cannot pass motion of no confidence against the government. Legislation[edit] The number of members of Lok Sabha are more than twice the members of Rajya Sabha. As a result, in case a non-financial bill is rejected by the Rajya Sabha, if passed by the Lok Sabha, then in the joint-session of the parliament, the bill is most likely to be passed. So, in general, the Lok Sabha has more power than Rajya Sabha in matters of legislation | ||

RS term is for 6 years. RS is setup in such a way that 1/3 members finish their term every 2 years. So all members don't finish their 6 years at the same time. So every 2 years there will be RS elections for the 1/3 seats. RS members are elected by state MLA's. So whichever party has the highest MLA's across India will have more RS members in parliament. | ||
