As per one person. BHEL or some one or some one create these EVMs. important some chips unknow to most. They say they donot accept Radio singnals. But never gave this for independent testing. They say it cannot ptogrammed also But don't you think the intelligent brains sit idle on EVMs with out doing any experiment.
