Rajasekhara Reddy and his confidant K.V.P. Ramachandra Rao unearthed by the US Federal Bureau of Investigation (FBI) threatens to upset the apple cart of the YSR Congress party, days before the south Indian state goes to the elections. The FBI on 2 April named Reddy, popularly called YSR, and Rao in an indictment before a federal grand jury in Chicago, prompting the opposition to once again level corruption charges against Reddy, who died in a September 2009 helicopter crash. YSR was, however, not indicted by the FBI. The indictment accused Rao, a Congress Rajya Sabha member of Parliament, of conspiring with foreigners to pay bribes totalling $18.5 million to state and Union government officials for permission to mine minerals containing titanium along Andhra Pradesh’s coast. To be sure, an indictment is only a charge, and not an evidence of guilt. Rao, known as KVP in political circles, was adviser to the state government on public affairs from 2004 to 2008. The FBI charged him with conspiracy and money laundering. The Interpol, at the behest of the US government, last week issued a red corner notice against Rao, who challenged it in the Andhra Pradesh high court. The timing could not have been worse for Y.S. Jagan Mohan Reddy, YSR’s son, who is aspiring to head the bifurcated Andhra Pradesh government in June. Telugu-speaking Andhra Pradesh is going to polls as a united state but will be officially divided on 2 June into two —Telangana and Seemandhra, a term coined for coastal Andhra and Rayalaseema regions that form bifurcated Andhra Pradesh. Both the new states—Telangana (on 30 April) and Seemandhra (7 May)—will simultaneously elect state and Union governments. Jagan Reddy floated the political outfit YSR Congress in 2011 after being snubbed by the Congress leadership in the aftermath of his father’s death. Currently out on bail, he has been charged by the Central Bureau of Investigation (CBI) for doling out favours to companies and individuals in return for investments in his businesses. The YSR Congress is fighting its maiden general election and is locked in a tight contest with rival Telugu Desam Party (TDP) in Seemandhra. Not the one to lose an opportunity, TDP’s president N. Chandrababu Naidu is trying to turn the US federal jury’s indictment into a political issue by highlighting the alleged corrupt practices during YSR’s regime. TDP leaders have been trying to drag Jagan Reddy and his relatives’ names into the bribery scam. Somireddy Chandramohan Reddy, a politburo member of the TDP, on 25 April, challenged Jagan Reddy to an open debate, while appealing electors to vote for TDP. “Voting for Jagan Mohan Reddy will set back the state, not by five, but by 50 years,” Chandramohan Reddy said. The YSR Congress denied Jagan Reddy having any link with the scam. It accused the TDP and some media outlets of a campaign against Jagan Reddy. “It is for K.V.P. Ramachandra Rao to answer, and trying to link Y.S. Jagan Mohan Reddy with the scam is nothing but sheer misdemeanor,” said Gattu Ramachandra Rao, a spokesperson for the party. He accused political rivals of trying to “sling mud” at Jagan Reddy “ahead of the elections to gain some political mileage”. Rao did not respond to calls, a text message and an email requesting comment. Earlier, he told television channels that he hasn’t yet received notices from any US court. Rao was one of the most powerful figures during YSR’s regime. Despite being his father’s best friend, Rao maintained a distance from Jagan Reddy’s party. “To my knowledge, he had no role in this (bribery scam),” a person with ties to businessmen close to Jagan Reddy said, requesting anonymity. “The TDP could not establish a direct link to Jagan.” Despite CBI charges of corruption against him, Jagan Reddy’s popularity doesn’t seem to have waned among the masses going by opinion poll surveys and crowd turnout at his political rallies. His popularity stems from his father’s populist schemes, and also because he is perceived as a rebel who took on the mighty Congress party. “Everybody knows YSR and his family plundered money to the extent of thousands of crores. Everybody knows this fact but nobody cares,” said political analyst C. Narasimha Rao. “Corruption is no more an issue in Andhra.” Naidu wrote to the CBI, the Enforcement Directorate and the Central Vigilance Commission seeking detailed investigation into the mining scam. Lok Satta Party president Jayaprakash Narayan also requested the CBI to work closely with the US investigating agency to unearth the scam and expose the guilty politicians. |
