not necessarily you can specifically ask to be considered under the birth country quota ... by default you fall under the country limit of the citizenship you hold this is more prominent for indians born in the middle east ... they dont give birth based citizenships but when applying for GC you can ask to be considered under that countrys quota and jump the line | ||
