Get ready for power cuts in Delhi as discoms spar with govt over tariffs




NEW DELHI: People in Delhi should be prepared for power cuts as electricity distribution companies battle it out with chief minister Arvind Kejriwal over tariffs. Consultancy firm PwC has submitted a report to the Delhi government that the number of breakdowns is rising and discoms do not have enough money to make proper investment.

Tata Power Delhi Distribution and Reliance Infrastructure controlled BSES Yamuna Power and BSES Rajdhani Power that are claiming to have accumulated ..

PwC says lower investments in distribution systems have resulted in deterioration of quality of services. Number of breakdowns in BSES Yamuna areas rose from close to 8,000 in 2007-08 to over 12,000 in 2011-12, while for BSES Rajdhani breakdowns increased to nearly 8,000 from about 6,000 in the same period. However, Tata Power reported some improvement in quality of services with a decrease in number of breakdowns in past four years.

"This year, we are anticipating the difficult summer ..We have not been able to plan in advance to meet the demands for electricity, which almost doubles during summers after lean winter season," said a top official of a discom. He added that the Delhi chief minister office used to take active interests in discoms' planning and coordination with state-owned power generation and transmission companies during December and January every year but it has not happened this time.

Since privatisation in 2002, the three discoms have investedRs 8,000 .. However, the capital expenditure as a percentage of revenue decreased dramatically in case of discoms-owned by Reliance Infrastructure. Kejriwal's Aam Admi Party, on the other hand, argues that the discoms are over-charging consumers.

The Delhi government had hired PwC, as directed by the regulator, to evaluate the performance of discoms. PwC reviewed power procurement, sale of surplus power, distribution losses, operation and maintenance expenses and other parameters. In a presentatio .. before Delhi's power secretary Punit Goyal this month, PwC noted that cost of power for discoms almost doubled from Rs 2.67 per unit in 2007-08 to Rs 5.25 in 2011-12.

However, discoms say tariffs have not risen comparably. Net worth of these discoms eroded in past three fiscals despite equity infusion of over Rs

1,000 crore in BSES Yamuna and BSES Rajdhani in 2011-12 while Tata Power promoters too brought in Rs 500 crore last fiscal.

BSES companies are claiming to have under-recovery ofRs 14,775 crore while Tata Power could not charge close to Rs 4,735 crore from consumers due to lower tariff and rising costs since privatization in 2002.

"Power procurement alone accounts for close to 85% of our revenues and we are left with barely enough to mee
our obligations towards cost of operations and finances. In such a scenario, we are not in a position to plan and invest for the future demand, which is increasing by 8-10% annually. We need to upgrade our infrastructure continuously to serve the consumers better," said a senior executive with one of the Delhi discoms.

Criteria was, colony should have come before 2002 and had a built up area of more than 50% before 2007. Look don't get me wrong but most of the people who live in these illegal colonies are migrating population from Bihar & UP who form the labor class in Delhi, for them having a cover over their heads is more important than whether the colonies are legal or illegal. Builders and real estate sharks are the ones who will benefit the most from this process. These folks will move onto the next illegal colony until the Mohalla Sabha decides to make this a legal colony too. For a person who was allocated a house in Ghaziabad should have a minimum understanding of why the Government or PSUs are encouraging their staff to move into satellite cities like Noida, Faridabad & Ghaziabad. Delhi just can't sustain more people and the day is not far when it'll be like another Noida or certain parts of Ghaziabad.

The Discoms did move the high court and it refused the stay the audit either..If there are none found then we will have to see what solution AAP comes up with - for this quarter they are committed to reimbursing the discoms thru the subsidy so the DIscoms are really not losing money are they ?


The point is not about CAG audit, it was about harassment that they are put through which any business entity will fight as mandated by law. CERC has done their due diligence before arriving at the tariffs so why another audit is their rationale. CAG is just mandated to check the accounts not to see whether the financial management is in order or not, which CERC does and they were satisfied.

my cousin is staying in delhi for the past 4 years.what he is saying is last year there were no power cuts at the max there was 1 to 2 hours tripping at peak load time in delhi in summer

I am not relying on media reports ..REGARDING WATER SUPPLY SITUATION and further future implications of the water subsidy I will post next week after talking to an expert in that field i.e my cousin next week.as REDDIT user posted by this year summer there will be 6 hours powercut in delhi complete disaster that's what my cousin said too}}

RIGHT NOW IN DEC 3 HOURS POWER CUT imagine what it would be in summer he is lamenting he is an environmental IIT engineer working in water projects related consultancy for the past 4 years in delhi

.he told me CRAZYWALL free water supply will completely destroy water supply .he said he will explain it this week end.i wll post it here next week after talking to him on phone.

Why should any private entity be accountable for the government? There are laws of the state and are they breaking it or will the government bail them out when their financial model fails? Delhi airport express has failed now Reliance Infrastructure, DMRC and Delhi Government are at loggerheads with the mounting debt. Why do you thing you have CERC? And for heavens sake demand driven market will correct itself in the longer run you don't need governments intervention. Governments are there for governance not for providing services. BTW like everything else CERC uses a formula to arrive at tarrifs, fudging of data can happen and happens which should be adressed but not by asking people to resort to illegal means of not paying their bills.

Just like Raul Baba I'll go off the tangent and try to explain why I said this was sugar coating.

Just for the record I lived in NCR region from 2006 - 2013. Seen the lows of living in Noida to the highs of living in Gurgaon but the most peaceful period of that life was during 2009 - 2012 when I lived in Janak Puri (West) & Dwarka in Delhi.

Everyone talks about the corruption in Jal board but why should they supply water to illegal colonies? I stayed in DDA flats and paid a nominal amount of 100 every month during those 3 years not a penny more not a penny less. I paid another 100 bucks for garbage clearance and maintenance of RWA. Let me know which other city provides water for so less? No one wants to talk about the effect illegal colonies that have been mushrooming all over Delhi for the last 20 years will have on the resource starved state of Delhi but want them to be regularized and be provided with services on par with legal colonies. I think Delhi is one of the only cities in India where town planners make it mandatory to have LIG, MIG & HIG houses as per the population census.

AAP is a left leaning entity which cares a hoot for planned town planning. In Noida I used to have power cuts of 8 - 10 hours in peak summers and 2 - 3 hours in winters but in Delhi, the maximum power cut was for 2 hours with them spaced out between mornings and evenings. Delhi is a power deficit state and it has to buy power. This costs a bomb as most of the northern states are power deficit and naturally the end customer has to pay. One one hand you have UPSEB which tripped the grids of north, west & east India by overdrawal of power and other side you have Delhi DISCOMS. So the results are there to see and in a demand driven market, if the incumbents are failing then there is always a scope for someone else to come and fill that gap. Do we see that happening?? Power sector which was in robust health prior to 2010 is in doldrums and I think this is the final nail in the coffin. If the the next government coming doesn't address the issue then be rest assured that the electric lines will be best served for drying clothes. Get ready for power cuts Delhi this summer!!

I'm only addressing the two main issues that AAP has been bragging about and anyone with some experience of living in Delhi coupled with basics of economics will see through their idea of governance which is nothing but a better packaged blueprint that Indira Gandhi so successfully used.

Excellent first take. hope ToI also publishes similar stuff for the other newly elected govts. One positive effect of AAP would be these public scanners on govt performance.
