No Contract - no need to pay monthly bill. BUt you can only use ATT sim.
Unlocked - You can use any sim.

if you want to use it.. you need to spend few more bucks to get it unlocked so that you can use with any other sim...

Normally phones are sold by carriers on discount with a contract.

Example:
iPhone may cost $600.
But, they will sell the phone for $100 with a 2 year contract.

That is because - for the next two years, customer will be paying premium on the monthly phone bill.
For any reason, if you break the contract, you will have to pay fine like $200-$400.

So, in summary - contract phone ante - phone ni installment lo konukkodam anna maata.


Non Contract phone ante - that is the final price. no more installments. you dont have any obligation to take data plan from them.



Ika pothe - all phones sold by a carrier are locked for them.
you can unlock them officially by the carrier after your contract ended (in case of contract phone) or about 0-30 days later (in case of non contract phones).

Its Pre-Paid Phone locked to AT&T or T-Mobile (Nokia Lumai 521) network. It needs to be Unlocked in order to use in India. As per new rules.... AT&T needs the Phone to be active (on a pre-paid connection) for atleast 6 months to get Unlock code.

I recently got this phone and activated it on AT&T, nice start up Smart phone.
