There is nothing called as majority govt. does govt enjoys the confidence of the house or not is the point. There are 3 ways to find this. Confidence motion: governor can request this specially after inviting a party without majority seats in the house. Whenever gov determines that govt does not have majority, he could ask confidence motion be tabled in house within stipulated time. Also A government on its own can do this from time and time. NCM : this can be moved by any party any time. There are some rules Bills: if a bill gets defeated, if does not automatically make the govt void. But the governor can take cognizance of the issue and ask for confidence motion. | ||

what is govt? Its a team of legislators that take decisions. Each decision needs to be voted before it becomes law. Governor calls a party with majority to form government because as a majority, that party with all its members can pass the bills. So, If a party (or a group of legislators or A legislator) is capable of passing the bills with others (could be members of opposition parties), then there is no issue. issue comes when the bills dont get passed. In AAPs case - issue comes if AAP compromises with Congress to get the bills passed. Lets hope that AAP can take good decisions and Congress and BJP support the bills with good intention. ok i will explain two words than you will get the answer for hole picture Majority : it is required to prove in the house to form the government and pass the bills etc., (party or parties), president watch dog this as it is the key accpet of democracy and as a suprem he will handle to team who showed the majroity in house to run the govt. once the team is formed he will look back only if ther are any complaints from house. if he is offering to a party that get less than magic figure it doestn mean he allowed to run the minority govt , it is only a process of verfification or offering if they can build a team(magic figure) to play the match .
