Congress taken wrong step being minority gov dependant on BJP support went ahead for Telangana. 2. Failed to analyze or wantedly outratedly ignored SA just to gain from Jagan. 3. Jagan hidden agenda went to ground level and it is failed to gain in Andhra. 4. MOST IMPORTANT failure POINT IS COMMON CAPITAL decision which no were in Indian Constitution. 5. lost all options to go back on bill at any stage it will introduce bill in parlament. Why the Bill cannot be passed now. 1. It is not possible as per LAW and Order to give one state (SA)capital to be in the boundarys/limitations of other state(T) Capital in federal system. 2. All reports says to do some justice to SA regarding Hyderabad, assume still congress goahead with 10 Districts and with hyderabad as capital for Telangana. 3.
