At a closed door meeting with commission chairperson YV Reddy on Thursday, Siddaramaiah submitted a blueprint seeking the special package for Plan period 2016-20. The overall fund required for Bangalore's development is pegged at Rs 93,041 crore for Plan period 2016-20. But the state government has said it can generate Rs 41,901 crore on its own and the commission needs to provide the remaining amount through a special package. "There's a strong case to elevate Bangalore from state responsibility to national responsibility," Siddaramaiah's memorandum, available with TOI, said. While the state's requirement is pegged at Rs 1.05 lakh crore - almost the size of the state budget - the lion's share was grabbed by Bangalore with Rs 51,140 crore. The CM also made a strong case on security and police infrastructure. A demand of Rs 4,895 crore has been placed before the commission for the coming Plan period on this front. "To track crime, there's an urgent need to improve the existing infrastructure and capacity of the police force by installing CCTVs, videos, impart training to police personnel in the use of cyber forensic techniques, call data records and analytical techniques for effective and speedy investigation," Siddara maiah reportedly told Reddy. Seeking Rs 100 crore for the construction of new police stations and upgrading the existing ones, the chief minister said more than a third of the total police stations are housed either in rented buildings or dilapidated structures. "The commission will finalize its recommendations by October 2014 after completing discussions with all the state gover8n8me nts, Centre and relevant sta8keholders," a release from AN Jha, secretary of commission said.
