To be frank, it does not matter where Bhadrachalam is. It is just a pilgrim center. You don't need to have Visa to go to bhadrachalam. I don't think there will be any issue for anyone regardless of where Bhadrachalam is. if any one else want to e-mail them The terms of reference of the GoM will be as below : (i) Determine the boundaries of the new State of Telangana and the residuary State of Andhra Pradesh with reference to the electoral constituencies, judicial and statutory bodies, and other administrative units; (ii) look into the legal and administrative measures required to ensure that both the State Governments can function efficiently from Hyderabad as the common capital for 10 years; (iii) take into account the legal, financial and administrative measures that may be required for transition to a new capital of the residuary State of Andhra Pradesh; (iv) look into the special needs of the backward regions and districts of both the States and recommend measures; (v) look into the issues relating to law and order, safety and security of all residents and to ensure peace and harmony in all regions and districts consequent to the formation of the State of Telangana and the residuary State of Andhra Pradesh, and the long term internal security implications arising out of the creation of the two States and making suitable recommendations; (vi) look into the sharing of the river water, irrigation resources and other natural resources (especially coal, water, oil and gas) between the two States and also inter-se with other States, including the declaration of Polavaram Irrigation Project as a National Project; (vii) look into the issues related to power generation, transmission and distribution between the two States; (viii) look into the issues arising on account of distribution of assets, public finance, public corporations and liabilities thereof between the two States; (ix) look into the issues relating to the distribution of the employees in the subordinate as well as All India Services between the two States; (x) look into the issues arising out of the Presidential Order issued under Article 371D of the Constitution Consequent to the bifurcation; and (xi) examine any other matter that may arise on account of the bifurcation of the State of Andhra Pradesh and make suitable recommendations. If you look at the map, you see a continuous strip connecting to the seemandhra region at the srisailam project. In fact lot of adjustments that I proposed are to ensure that there is no discontinuity in any state boundary or parliamentary constituency boundary. | ||

Earlier I have posted this in the DB. I have sent the same to the GoM. I know they will ignore most probably but I am taking a chance that someone may like my proposal and implement this. Lets see. ------------------------------------------------------------ --------------------- Respected Sir, This is with respect to the terms of Reference for the Group of Ministers appointed by the government of India to look after the bifurcation of the state of Andhra Pradesh. I may not be well versed in all the aspects mentioned in the terms of reference. However I will focus on item #1 of the terms of reference. This proposal in turn will address few other terms of reference as well. This proposal is in the best interests of all the regions in the state and will surely address the problems of majority of the stake holders. Boundaries of the new state with respect to districts and Assembly constituencies: 1. The new state of Telangana should be formed with 112 assembly constituencies and 16 parliamentary constituencies from the 10 districts comprising of Hyderabad, Ranga Reddy, Mahabubnagar, Medak, Nalgonda, Khammam, Warangal, Karimnagar, Adilabad and Nizamabad districts. 2. The following 7 assembly constituencies in these 10 districts will be excluded from the new state of Telangana and be retained with the residual state of Andhra Pradesh. Achampet (SC reserved) from Mahabubnagar District Kalwakurthy from Mahabubnagar District Maheswaram from RangaReddy district Rajendra Nagar from RangaReddy district Serilingampally from RangaReddy district Kukatpally from RangaReddy district Jubilee Hills from Hyderabad district. 3. A new Parliamentary constituency named Cyberabad should be created with the above seven assembly segements. 4. The Lok Sabha constituency chevella from Ranga Reddy district should be dissolved and adjustments should be made to the other parliamentary constituencies as follows Maktal and Devarakadra Assembly segments from the Mahabubnagar parliamentary constituency should be added to the Nagarkurnool parliamentary constituency in lieu of Achampet and Kalwakurthy segements. Parigi and Tandur assembly segments from the dissolved Chevella Parliamentary constituency should be added to the Mahabubnagar parliamentary constituency. Vikarabad and Chevella assembly segements from dissolved Chevella Parliamentary constituency should be added to Medak parlimentary constituency. Gajwel and Patancheru assembly segements from Medak parlimentary constituency should be added to Malkajgiri Parliamentary constituency. Secunderabad cantonment assembly segment from the malkajgiri parliament constituency should be added to the Secunderabad parliament constituency. 5.The boundaries of GHMC should be adjusted to remove the above assembly segments and a new municipal corporation should be created for the removed areas. Benefits of the above distribution of the assembly constituencies: 1.The above arrangement establishes a continuous geographical connection between the state of Andhra Pradesh and the city of Hyderabad. When the state of Andhra Pradesh was created by merging the state of Andhra and telugu speaking areas of the Hyderabad state(Telangana) in 1956, we had 194 assembly segments in Andhra state and 106 segments in the Telangana state. However today we have 119 segments in Telangana Area and 175 segments in the Seemandhra Area. This means that there is an exodus of population from the Seemandhra area to the Telangana Area. To be more specific the number of constituencies in Hyderabad+Ranga reddy district increased from 18 to 29. Hence by retaining 7 additional assembly segments in the residual Andhra Pradesh state, we maintain the proportional political representation. 2.The twin cities of Hyderabad and secunderabad will completely be part of Telangana State as demanded by various Telangana Protagonists. 3.The newly developed(post 1980) habitats in the outskirts of Hyderabad primarily occupied by people from Seemandhra Region like Kukatpally and Serilingampally will be a part of the state of Andhra Pradesh. 4.Two public sector undertakings(HAL and IDL) established by the government of India in state of Andhra Pradesh will remain with residual state of Andhra Pradesh and the remaining public sector and central government agencies will move to Telangana State. 5.The new ITIR proposal by the government of India has five zones. 40% of this zone gets into the Telangana state and 60% gets into the residual state of Andhra Pradesh which is well in accordance with the population distribution. 6. Telangana gets the IIT and Andhra Pradesh gets IIIT. Telangana gets BITS and AP gets ISB. 7. There is no need to amend the constitution article no 371-E (not 371-D) as central university remains with the state of Andhra Pradesh. 8. The need to provide huge package to the residual state of AP will not be needed as they get a good portion of Revenue from the current GHMC area. 9. As the Srisailam project comes under the seemandhra state completely which in turn facilitates fair water sharing of the krishna water. If the telangana state can stop water at the Jurala project or construct a new dam in upstream krishna, AP state can do the same at the Srisailam project. 10. The common capital can be restricted to as minimum term as possible and the capital can be moved to the new city of cyberabad temporarily and can be moved permenantly to Guntur or Kurnool or Ongole as decided by the central government. 11. There is no need to go for any special provisions on the status of Hyderabad. 12. People can travel between both the states easily and the harmony is maintained. It will be a political division but not an emotional division. 13. People in Kalwakurthy and Achampet may be culturally different from the rest of the state that they are in but will get the advantage of being part of the growth corridor instead of being in the border of a state. Additional Steps to be taken to facilitate the division mentioned above: 1. HMDA should be maintained as is to avoid the slow down in the growth of the city of hyderabad. 2. The outer ring road should be brought under the National Highways Authority of India. 3. Road Tax should be abolished between the states of AP and Telangana for 50 years. 4.Vehicles registered in one state can move freely in the other state. 5. BSF should be posted in the HMDA area to avoid jusdiction conflicts. 6. People from both the states should get equal opportunities in various state level institutes like Urdu University, Telugu University, Vedic university etc. I am sure that the tension between both the regions will go down to a significant level if the above proposal is implemented.
