This is a two year old article...it will be interesting to see how things stand now and if people will see Uttarakhand and Chattisgarh in a different light give the recent events. |

Saarang:I did not have a relative expectation between the 3 states. But I too thought Jharkand will do very well because they got most of the prosperous cities from Bihar like Jamshedpur, Ranchi, Bokaro Steel City, Dhanbad and Ramgarh. These are very well industrialized and provided lots of employment. Most of the power plants in Bihar also went to Jharkand. But, looks like they destroyed themselves.
More than anything the mineral resources it had! |

I did not have a relative expectation between the 3 states. Honey and milk werent exactly flowing in those regions, before the states split. Chattisgarh has an amazing 10% GDP growth to show. Uttarakhand certainly added some good infrastructure in the last few years - be it roads or dams (some of them may be wrong). Its mostly the case with Jharkhand thats gone wrong. And there are reasons for that. 1. Political instability 2. Rise of Maoism across the region, so much so that Nepal has a Communist govt now. And things arent rosy within the rest of the Red Corridor! Chhattisgarh: Shines on mines As it turned 10 last year, Chhattisgarh posted the highest economic growth rate among all Indian states at 11.57%, surpassing Gujarat, Maharashtra, Andhra Pradesh, and even parent state Madhya Pradesh. This was the cause of much jubilation in a state that started with a nearly Rs 540 crore fiscal deficit but within 10 years, turned it into a fiscal surplus of nearly Rs 890 crore. Part of this can be attributed to better management – also visible in improvements in literacy and health – but most of it is an outcome of the blistering pace of growth in mining and mineral-based industry, primarily steel and power. The output of coal has more than doubled in 10 years from 50 million metric tonnes to 110 million metric tonnes, while iron ore output rose from 18 million metric tonnes to 32 million metric tonnes. The state earned Rs 1,350 crore rupees as annual mineral royalty in 2010-11 and an even larger amount from taxes on mineral processing. But here is the catch: While mining and mineral-based industry might help push up GDP numbers, does it lead to a better life for people? Pro-industry voices argue without the increased revenue from minerals, the state government would not have been able to implement its flagship scheme of 35 kg of rice for the poor at just two rupees a kilo, one that has made it a model PDS state. Uttarakhand: Going the right way Ever since Uttarakhand was carved out of Uttar Pradesh in November 2000, the new state has raced ahead. Overall, people are better off. There are more jobs, education and health facilities. Industry has streamed in and the growth rate has been healthy. More than 90% of the state is mountainous and forests cover 64% of the topography. Successive governments realized the need for connectivity and set about building roads and putting far-flung villages on the roadmap. This exercise transformed lives. By 2008-09, Uttarkhand had 30,754 km of roads and 10,798 km of village roads. Governments generated jobs, resulting in a steady rise in per capita income. "The per capita income stood at Rs 15,285 in 2000-1001. It rose to Rs 42,031 in 2009-10 and shot up to Rs 68,292 in 2010-2011 ," Alok Jain, principal secretary (finance) told TOI. The new state, he said, clocked a 9.9% rate of industrial development in 2001-2002 . Around 2002-2003 , it touched 20.9%. Between 2003 and 2004, corruption and scams blighted progress and industrial growth slumped to 9%. But a 10-year industrial package provided by then Prime Minister Atal Bihari Vajpayee, led to a turnaround and industrial growth leapt to 24.5%. But once the package expired in 2010, growth fell to 8.6% in 2010-2011 . The state GDP growth has risen to 9.1% in financial year 2010-2011. Came across this article when I was searching for something else. Don't think this applies in our T current context, where it has become a direct conflict between two regions over resources (financial and water). Jharkhand: A dream gone sour When Jharkhand was carved out of Bihar on Nov 15, 2000, people had dreamt that the state would be one of the most developed in the country. These dreams have remained unfulfilled 11 years down the line. The euphoria is over. Almost all the national highways in the state, except NH 2, are in bad shape. It takes almost two hours to cover 60 km on NH 33 (Jamshedpur-Tamar ) despite repeated government announcements to make the stretch crater-free. The state has failed to add a single mega watt to power generation. When Jharkhand was formed, it had three state-owned power plants. In 10 years, the state has not built one. Similarly, in healthcare, the promise of 24x7 health centres in rural area has remained on paper only. There has been some improvement in education after the state got a Central University and an IIM in Ranchi. But these have failed to stop migration of students. On an average, more than 100,000 students migrate for degree and professional courses. Lack of development in the far-flung areas, despite the state's 11% GDP growth in 2010-11 , has allowed Maoists to gain traction in Jharkhand. The state has shown relatively lower economic growth in the past decade. The compound annual growth rate (CAGR) of its Gross State Domestic Product (GSDP) for 2000-01 to 2009-10 has been 11.33% compared to 12.54% in other general-category states.
