No, we could have had a chance of a quick commando action in Amritsar. The NSG team reached the airport just 15 minutes late, due to a "traffic jam"  We did not have procedures in place to handle the situation. That was a glaring failure. Indian govt (headed by Vajpayee) tried to even take the help of Israel to free the hostages in Kandahar. There were hostages on the plane..
