1) Biggest would be talent pool. KCR's comments about closing educational institutions, threatening statements to Andhra people in the past etc all contribute to loss of investor confidence. People may consider Bangalore, Delhi, Pune etc 2) Andhra investors will not pump money no matter what if Hyderabad is not theirs forever 3) Law and order, disruption to work and distraction to employees etc. 4) Inability to expand infrastructure - who will give clearances?
