No official whip will be issued on Telangana resolution in the Assembly. Members would be free to vote as per the sentiments of the people of their respective regions. Likewise, I believe, in Parliament too official whip might not be issued to MPs. So, the T-bill will only be passed when it gets the backing of majority MPs in both the Houses. Some T-Congress leaders are suspecting that though the UPA government will introduce the Telangana bill in Parliament, it might allow it meet the same fate as that of the the Women’s Reservation Bill, which has been pending since 2010, to appease the people on the other side of the divide. Several Telangana votaries, who had been rejoicing at the Congress Working Committee’s decision to form T-state till the other day, have again started expressing doubts over the commitment of the Congress in implementing the T-decision. “Our party leadership at first said it would introduce the T-bill in the ensuing monsoon session of Parliament, which is commencing on August 5. But, two days ago, Union home minister Sushil Kumar Shinde disclosed that the bill would not be tabled in the monsoon session. After that, the AICC leadership decided to set up another committee to be headed by Union defence minister AK Antony to look into the concerns of Seemandhra people.
