Is this not the other way round ? People outside Hyd will have the same access to hyd as they have to say chennai - they may have to redirect their business transaction and they can do it as the market forces will take over. It will be the people in Hyd who will have to face the day to day resentment of the T people- because the bifurcation was based on an emotional divide..
