If you take some of the state run transit authorities here in usa, most of them have losses. But govt need to run these tranportation services so that people can work and in turn generate tax money. The Kandula Obula Reddy Gundlakamma project, the first completed major irrigation project under Jalayagnam in the state, is still not providing water after 19 months of its inauguration. The project was dedicated to the nation on November 24, 2008, by Dr Reddy.
