Chancellor 'takes charge' Nikhila Henry, TNN, Apr 11, 2010, 05.33am IST Tags:Chancellor|Narasimhan HYDERABAD: Some senior officials in the higher education department are up in arms against governor ESL Narasimhan for sidelining them in his "zealous endeavour to revamp the education sector in the state." The enthusiastic governor has been making direct suggestions to vice-chancellors of the state universities to bring about changes in their universities while ignoring several senior officials who held fort so far in the department. Many babus feel that the governor is planning to overhaul the education sector "a little too hurriedly". "The governor took charge at a time when the Telangana agitation was at its peak and the academic year of several universities were getting affected. The department wanted him to intervene in the matters and he made suggestions at that point. But now the situation has normalised and the department would want to monitor the universities directly, rather than through the governor," said a senior official of the higher education department. A few weeks after he took charge, Narasimhan held a vice-chancellors' meet where he ordered them to submit a report about the university's activities once in every six months for the smooth functioning of the academic year. While the governor of the state is technically the chancellor of all state universities by the virtue of his post, no governor has in the past got himself directly involved with the functioning of universities. Officials said, several processes including strict anti-ragging measures, measures to monitor quality of technical educational institutions and changes in academic and administrative functions of the universities were initiated in the past two months on the governor's insistence. In this short period, the governor issued orders making the vice-chancellors responsible for acts of ragging and disruption of academic year in their respective universities. He also dissolved the executive councils of several state universities in order to reform them and has asked the department to initiate large-scale infrastructure developments in all universities and technical institutions. The governor's enthusiasm is also drawing flak from vice-chancellors of the state universities who are being pushed to introduce measures at least on paper to satisfy Narasimhan's quarterly queries. "There are officials who have been dealing with higher education since the past many years and we have been following their orders. It is strange for a governor to get involved," said vice-chancellor of a university. Even as the officials of the department expressed their anger, Sreedhar Babu, minister for higher education said that "the governor's suggestions are welcome as he has not violated any territories so far". "The governor is a proactive person and he has been making suggestions to improve higher education as the chancellor of the state universities. This is a welcome move," the minister said. |
