The comparison here's between how much "value" is ultimately obtained by the needy through corruption ridden subsidy programs vs. direct cash transfer.
First I think people have a right to spend their money the way they want. Secondly I do not think all poor people waste their money. The people who waste money will waste irrespective of whether they are poor/rich. "Free money" might be more prone to get wasted, however, good habits might be encouraged through proper incentives. Such direct transfer prevent leakages and unnecessary expenditure on govt bureaucracy and provides relief to distressed poor. (--compared to social plans like 100000cr nrega, indiscriminate loan waiver, etc) I tend to agree with this view since the govts in India for 60 years have proven to be utterly incapable of improving public services. So, instead they can directly give the money to the needy who in turn can get what they want. The market will be eager to supply the goods to this new consumer group. Instead of the money rotting in swiss bank accounts of politicians/bureaucracy it can directly go to the poor. As always, the main hurdle is identifying the truly needy and creating a viable system. I doubt tdp really thought through the realities except as a bait to gullible voters. A viable social security plan should have been proposed based on the individual's contributions and need.
