The Enforcement Directorate (ED) conducted raids at seven locations in Lucknow, Uttar Pradesh. The raids were related to the construction of statues when Mayawati was chief minister between 2007 and 2011. Among the 19 booked were Naseemuddin Siddiqui and Babu Singh Kushwaha, ministers in Mayawati's cabinet.
According to sources, on the basis of a case registered by UP state vigilance department under Section 120 B (criminal conspiracy) of IPC read with Section 409, Section 13 (1) (d) of the IPC and Section 13 (2) of the Prevention of Corruption Act, 1988, ED had registered a case under Prevention of Money Laundering Act as it resulted in loss of Rs 111.44 crore to the government exchequer and unlawful gain to public servants and private individuals.

The case was registered when Akhilesh Yadav came in power and ordered a Lokayukta probe in 2012. Lokayukta Justice (retd) NK Mehrotra in his report had indicted 199 persons for fund irregularities in the construction of 14 memorials in Lucknow and Noida.
It has been alleged that the government suffered a loss of over Rs 111 crore in a total project of over Rs 1,400 crore when Mayawati was the chief minister of Uttar Pradesh from 2007 to 2011.
