India vere laaga undedi anukuntunna .. governance wise .. I dont think, NTR's govt would have failed like Deve Gowda's or Gujral's. Also, the political impact of such an event would have totally changed the scene of Indian politics. As the first PM of India, he may have made serious attempt at making India more federal in structure. Donno if he would have succeeded in taking on the Nehru dynasty mafia of Delhi, but my hunch says, he would have taken them on.
