December Mr. Chidambaram said 2.89% of India’s total population filed income tax returns.

“If you can’t capture their income you have to capture their expenditure,” Ms. Varma said.

“Look at those people who are spending over a certain limit, or have a certain lifestyle and see if they are paying tax. If not, bring them into the system,” she added.

The government has just started to do this using data from the Financial Intelligence Unit and the Income Tax Department.

In February, the Finance Ministry said it was targeting 1.2 million people who had not filed tax returns but who had made large payments to credit cards, purchased or sold a property worth more than $54,829, acquired mutual funds of more than $3,650, received bonds from the Reserve Bank of India of $9,138 or more, or who had made cash deposits of more than $18,276 in a savings account.

Some had shares issued by a company of more than $1,825 or bonds or debentures of more than $9,138 and would also come under scrutiny if they hadn’t filed income tax returns.

The Directorate of Intelligence and Criminal Investigation has so far sent out 70,000 letters to a first tranche of people, according to a senior official in the Ministry of Finance.
