The state government has kept the ownership of land with itself against the land money. CAG’s imaginative logic says that when units in this project will get rights on sub-lease basis, the old conditions will be breached, and state government’s rights will not be safe. The state government has made it clear that this is joint venture project of the state government and GUDC, and in the cases of sublease, prior approval of collector is needed. The state government – as per its policy – will levy premium in that case as per the government policy, and thus will earn revenue.” “GIFT project has been recognised as an innovative project. As per an estimate the state government will earn annual revenue of Rs 4,000 crore once the project is fully functional. Five lakh direct and five lakh indirect employment generation will be an added benefit.” “The land which is padtar at present will contribute to development of entire area. It will avail leveraging and unlocking the land value.” “It is completely false that the land has been given to any private institute on token rate. 50-50% revenue will be shared between the state government and GIFT company when 1 crore square ft area is developed. Following are some of the issues clarified by government spokespersons: CAG has objected land allotment to ESSAR Power in Jamnagar, but it the allotment in this case is as per the state’s land allotment review policy and this method is considered near match to the actual value of the land in which developed and undeveloped areas are scientifically considered separate. Land allotment to Kutch Coastal Power Gujarat Limited for power station has also been done through same method. How much weighate should be given for development aspect, during the process of valuation of land is decided as per this method. This method is not in implementation anywhere in the country. -The land has been allotted to L&T for technology park near Vadodara for availability of skilled human resource. State government intends to generate technical manpower. CAG has not considered this constructive approach of state government. -CAG has pointed out irregularities in 13 cases in MPSEZ Mundra. The state government had clarified this and stamp duty was collected from six units. In other cases, lease permission matter is in progress. CAG’s audit note on this issue at this time is inappropriate. -On audit objections about land allotment to Raheja corporation, the govt has made it clear that before year 2000, concerned town planner’s valuation was considered as authentic evidence, while present government has for the first time decided the prices of land through a new valuation process involving local town planner, district valuation committee, chief town planer and state level valuation committee. Raheja Corporation has been allotted land as per this process. -About CAG audit objection on land allotment to Ford India Limited, it is to be noted that the project has been considered Mega project and land valuation has been done as per that by state legal approval committee presided by Chief Secretary, that has senior secretaries as its members. -About CAG audit objection on Essar Steel, Hazira, it has to be made clear that the final procedure of land allotment to this company has not completed. The state government has made this clear and therefore objection is inappropriate. -Any decision on premium from L&T Hazira and Mitsubishi Japan joint venture can be taken after finalization of agreement of these two companies. Therefore CAG’s audit objection on the issue of premium is inappropriate. -The state government has no intention to question CAG audit report’s credibility. CAG has admired the state government for its financial management and achievements, but only negative points are being raised and wrong propoganda is done against the state government. | ||

CAG indicts Modi govt for "undue" favours to corporates Gandhinagar, Apr 3, 2013 (PTI) The Comptroller and Auditor General of India (CAG) has come down heavily on the Gujarat government and state Public Sector Undertakings for causing a loss of nearly Rs 580 crore to the exchequer by bestowing "undue" favours to large corporate entities. The major industrial houses to whom the Narendra Modi government played the benefactor included Reliance Industries Ltd (RIL), Essar Steel and Adani Power Ltd (APL), the report for year ended March 31, 2012, said. The government auditor's report, tabled in the state assembly yesterday, also said the state government tweaked rules to grant land to automaker Ford India and engineering and construction major Larsen and Toubro resulting in loss of revenue. "Gujarat State Petronet Ltd (GSPL) was responsible for deviating from the agreed terms of recovery of gas transportation charges from the specified entry point of the company's pipeline network and this led to passing of undue benefit of Rs 52.27 crore to RIL," the report said. CAG was of the view that GSPL had failed to safeguard its own interest and passed on undue benefit to RIL. Similarly, it noted that Gujarat Urja Vikas Nigam Ltd (GUVNL) did not adhere to terms of the Power Purchase Agreement (PPA), which led to short recovery of penalty of Rs 160.26 crore and passing of undue benefit to Adani Power Ltd (APL). The main Opposition Congress promptly utilised the CAG report to attack the Modi government, alleging a "collusion" between the state dispensation and corporate houses. "We have been raising the issue of collusion between corporate houses and the state government at every forum. The corporate houses get undue favours from the state government and in turn they praise the Modi government," Congress spokesman Manish Doshi said. The state government, however, sought to downplay the issue, saying what the government auditor had noted was "not a scam but just irregularities". "This is not a scam but in the language of CAG it is called irregularities. The report will go to the Public Accounts Committee and later the state government will take a call on it," Gujarat finance minister Nitin Patel said. No Signature |
